All of you must have seen the Cadbury ad "Dancing eyebrow".
Here is how you could do it. With Adobe After effects they call it the Puppet tool.
This is a photo of me about 20 years ago and took me 10 seconds to make it, so if you spend a day on it you could have a nice product like the ad.
